Objective(s):To develop capacities on flood forecasting and warning system, integrated water resources management, water-related issues to cope with climate change as well as to strengthen future cooperation in the water resources management between Mekong region including Cambodia and Republic of Korea.
Key Achievements / Milestones:

1. The project has been launched in March 2023. During the launching, the challenges faced by the Mekong River basin and the ongoing efforts has been discussed and capacity of the Cambodian government, in cooperation with Thailand, Lao PDR, Vietnam, and Myanmar to address climate-resilient water resource management and provide effective capacity building.

2. Partnership with K-Water has been finalized in form of an MoU to deliver project outputs include study, training, and workshops.

Key Achievements / Milestones:

1. The project has been launched on in January 2023. As a regional project, the implementing agency has been informed by Mekong Institute to add activity in sharing the project benefits with other Mekong countries.

2. Completed recruitment of the team members to implement the project activities within the next two years.

3. Ongoing preparation of data collection tools for survey on demand and characteristic of drying agriculture products and substance to be dried such as tea leaf, coffee bean, grain, meat, fish, noodle, banana to support and One District One Product (ODOP).

1. The project has been launched in April 2023. During the launching, the implementing agency has been collected several inputs for further improvement of the project implementation modalities such as to include other Mekong countries as the project beneficiaries.

2. The project is in collaboration with Korea Research Institute for Vocational Education and Training (KRIVET) will implement several training programs such as Drone and AI technologies.

3. Completed recruitment of the project team members both for Myanmar and ROK.

Key Achievements / Milestones: The project has been launched on in April 2023 and implementation has been started in May 2023. Expected Results: 1. Digital databases: including all information on ecosystems and associating biodiversity collected for the Mekong Delta. These include the most up-to-date data that best illustrate and help us understand the current status of the natural environment and can be used for sustainable planning and management of ecosystems and biological resources, including socio-economic development and conservation planning and monitoring impacts to/changes in ecosystems and biodiversity in the Mekong Delta and its wider basin. 2. WebGIS-based portal. This is a Website, namely Ecobank Mekong, integrated with the above collected biodiversity databases for wide sharing to those concerned, such as the public, international and national agencies, research and education institutions, individual scientists, etc. A report on the current status of ecosystems and biodiversity in the Mekong Delta will be published and made available on the Ecobank Mekong website.

Key Achievements / Milestones: 1. Prepared site survey in some borders include Nong Khai-Vientiane, Mukdahan-Savannakhet, and Sra-Kaew-Banteay Meanchey to learn and discuss about the situation and the context in the border areas with representatives from district offices and community leaders and Thai diplomatic delegations in Lao PDR and Cambodia as well as to arrange for training venues and accommodation for the group visit activities 2. Built Partnership and Consultation with Ministry of Interior of Thailand, Thai bureaucratic organizations such as the Royal Thai Police, The Royal, Thai Army, The Royal Thai Navy, The Internal Security Operations Command (ISOC), the Ministry of Social Development and Human Security, the Immigration Bureau, The Narcotics Control Board, etc. International organizations such as UNODC, IOM, OHCHR, UNOTOC as well as NGOs in Thailand, Cambodia, and Lao PDR. 3. Preparation of NTS-Mekong Watch website as main channel for public relations and publicization of awareness-raising contents as well as host an online reporting mechanism.

1. The project has been launched in March 2023 along with the project inception workshop to introduce the project with the stakeholder.

2. Prepared experiments to understand the impacts on biodiversity from elimination or reduction of burning the straw, and assess the impacts of straw utilization as compost on soil quality and pest resistance in crops

3. Prepared life-cycle assessment to generate evidences on carbon footprint from rice straw-based circular economy

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
