  1. Conducted project implementation meeting in 2 (two) target provinces in Houaphan and Xayyabouly
  2. Visited 4 (four) target villages (2 targeted villages in Kouan District, Houaphan Province and 2 targeted villages in Kaenthao District, Xayyabuly Province) for general data collection on livelihood development and reforestation of the project activities implementation.

  1. Key Achievements / Milestones:
  1. Conducted training and workshop for Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and Household surveys as a part of preparation to conduct study of the migration impact in rice and rubber plantation sector.
  2. Conducted training workshop to share the lesson learnt of migration impact on rural development as well as finalized the KII and survey tools.
  3. Conducted site visits and pilot surveys in project targeting areas include industry visit to rubber factory to gain necessary data for successful project implementation.
  4. Completed Key Informant Interviews (KIIs) with the government officials at state, district, and township levels as well as orchard farmers, rubber and rice farmers to identify their barriers.
  5. Conducted training and workshops for high paddy yield and high latex production in rubber cultivation for the farmers and government officials.

Key Achievements / Milestones: The project has Identified the potential partners from Republic of Korea for future collaboration. Project Components: 1. The Mekong LEAD provides Mekong policymakers intensive training sessions and an opportunity to engage in a structured, research-based dialogue with leading scholars, practitioners about the Mekong development. 2. The Mekong BUILD to provide timely, high-quality and evidence-based research on the salient issues in the Mekong region; and to organize conferences/workshops to disseminate relevant research findings.

Key Achievements / Milestones:
  1. Built partnership with Office of Water Department, Thailand, National University of Laos (NUOL) and Royal University of Phnom Penh (RUPP) Cambodia to implement the project and to share the benefits of the project.
  2. Organized inauguration workshops with the project partners to enhance mutual understanding toward the project implementation.
  3. Completed situational analysis in Cambodia, Lao PDR as well as Thailand to identify different issues in the project target areas.
  4. Completed workshop to understand the regional and national situations, and on-going policies, knowledge and innovations regarding small-scale water resource management at regional and national levels as well as facilitate and encourage knowledge sharing and dialogues among stakeholders of X-Water Project
  5. Completed participatory research in order to ensure buy-in of the project by local stakeholders and local leaders.
  6. Relevant project works has been presented at the Conference entitled “Reimagining Development Futures in the Anthropocene and the Climate Crisis” organized by Asia-Pacific Sociology Association (APSA) and Chulalongkorn University.
  7. Prepared project communication materials to inform the best practices and lesson learned of the project implementation.

  1. Built Rainwater for Drinking (RFD) system in schools in Vietnam, Cambodia and Thailand
  2. Handover the system to the water management committee at the schools
  3. Tested water quality to comply with the national standard
  4. Completed training on operation and maintenance (O&M) of the RFD system
  5. Completed trainings on WASH FIT (the Water and Sanitation for Health Facility Improvement Tool) as the risk-based management tool covering key aspects of water, sanitation, and hand hygiene.

  1. Completed assessment study on smart technology for agriculture production supply chain in Mekong countries. The aims of the study are to assess the opportunities and challenges encountered by producers in the adoption of smart technologies, human and system capacity needs in supporting the adoption of smart technologies.
  2. Conducted consultative/stakeholders’ workshop to disseminate and validate the findings and recommendations of the study to relevant stakeholders in Mekong countries.
  3. Completed Regional Training on Sustainable and Smart Production Technologies to raise the awareness on smart farming technologies/innovations for crop production, as a way of promoting a sustainable food system.
  4. Completed Regional Training on Food Loss Reduction for Sustainable Value Chains to reduce food loss, specifically postharvest loss, as a way of promoting a sustainable food system in the region.
  5. Completed country situation study on smart energy technology for agriculture supply chain the Mekong countries to gain understanding of the status and readiness of smart renewable energy technologies and its adoption in the agriculture sector in five Mekong countries.
  6. Completed training on renewable energy and practice for agriculture supply chain and introduced the smart renewable energy technologies for agricultural supply chain development include Technology Introduction, Product Specification – Feature and Application, Operationalization, customer service and warranty, Supplier and Manufacturers, Case Study of the Technology, Cost – Benefit Analysis, Return on Investment and its Calculator, and Quotation.
  7. Completed workshop to provide further support to the implementation of the pilot activity in each Mekong country.
  8. Completed country situation study on smart logistics technology readiness for agricultural supply chain in Mekong countries to gain understanding of the status and readiness of smart logistics technologies and its adoption in the agriculture sector in five Mekong countries.
  9. Identified Smart Logistics Technologies for Agricultural Supply Chain Development.
  10. Conducted Dissemination Workshop on Country Situation Studies in Mekong countries to validate findings study on “Smart Logistics and Renewable Energy Technology: Application Readiness for Agricultural Supply Chains Development in Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam.
  11. Completed training on smart logistics technology for agriculture supply chain
  12. Conducted pilot implementing activity in Mekong countries and technical and financial assistance for training participants to further develop and implement their Business Plan
  13. Completed Forum to reflect and synthesis the project activities including consultation for policy recommendations.

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
