MI GOVERNING BOARD PARTNERS PLEDGE SUPPORT FOR POST-COVID 19 RECOVERY

High level government officials from Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam, as well as representatives from the New Zealand Aid Programme, Asian Development Bank, Hue University and Khon Kaen University committed to deeper synergy in development efforts to help revive economies of Mekong countries at the MI Governing Board meeting last August 27 and 28, 2020.  

The two-day sessions marked the completion of the first MI Steering Committee and Council meetings of 2020 through a digital platform, a first in MI’s 24-year history.

“This is a unique and different time for all of us but we remain committed in our efforts to support MI and the Greater Mekong Subregion (GMS),” Dr. Narongchai Akrasanee, MI’s Steering Committee Chair, said during the opening session before welcoming Mr. Ke Yousheng, Permanent Representative of P.R. China to UNESCAP and Mr. Nguyen Viet Ha of Vietnam as MI’s new Steering Committee members.

During the meeting, government and development partners reviewed MI’s operational and programmatic performance from January to June 2020, as well as discussed the draft Strategic Plan 2021-2025, which will see MI reinforce human resource development investments and other portfolio of services in a post-pandemic setting.

The meetings were the last facilitated by outgoing MI Executive Director, Dr. Watcharas Leelawath, who has been the MI chief from 2014 to 2020. Officials from Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam each acknowledged his contributions to MI and GMS.

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
