The Need for Scaling-Up Digital Connectivity for MEMEs in the Lancang-Mekong Countries
With the support of the People’s Government of the People’s Republic of China, the Mekong Institute (MI) is currently executing a capacity development project titled “Scaling-Up Digital Connectivity for Micro, Small, and Medium-sized Enterprises in the Lancang-Mekong Countries for Post- Pandemic Resilience,” spanning from November 2022 to December 2023, is strategically aligned with the goals of the Lancang-Mekong Cooperation, the Global Development Initiative, and the Sustainable Development Goals (SDGs).

The primary objectives of the project include the identification of digital technologies conducive to successful scaling in the Lancang-Mekong (LM) region and the advocacy for practical policies and strategies supporting the amplification of digital connectivity in the Micro, Small, and Medium-sized Enterprises (MSMEs) sector. The focus is on showcasing initiatives from both the public and private sectors that aid MSMEs and engaging in discussions on how governments and development partners can collaborate with the private sector to expedite economic recovery in Lancang-Mekong Countries.

The project comprises three key components: 1) Research, 2) Onsite training, and 3) Expert dialogue. Notably, under Component-2, MI conducted an onsite regional training session on “Scaling-Up Digital Connectivity for Micro, Small, and Medium-sized Enterprises in the Lancang- Mekong Countries for Post-Pandemic Resilience” from July 10-14, 2023.

Following the training, participants executed their respective action plans between August and December 2023. This Expert Dialogue workshop is now organized as an opportune moment to contemplate diverse experiences and successes derived from Component 1 – research, which will kick off with a comprehensive discussion and review of how digital connectivity, coupled with factors such as technology and innovation, is influencing the transformation of the digital economies across the region. The primary goal is to gain insights into the necessary emergency responses or actions that can be undertaken to mitigate digital gaps, providing stable and affordable access for MSMEs that are currently trailing behind.

Actionable Frameworks for Enabling a Robust Digital Connectivity Ecosystem
This dialogue serves as a pivotal platform to delve into the practical aspects of shaping the digital future of the Lancang-Mekong region. By exploring how technology and the digital economy can synergistically support the growth and development of MSMEs, the collective aim is to pave the way for a resilient, interconnected, and digitally driven economic landscape. Therefore, this significant event will bring stakeholders and participants to engage actively in this dialogue as we collectively strive to chart pathways for an enabling digital connectivity ecosystem post-pandemic in the Lancang-Mekong Countries.

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
