Regional Training on Green Energy Cooperation and Development in the Lancang-Mekong Region

Background

The transition to sustainable energy is no longer optional but a necessity for the Lancang-Mekong (LM) region. The six member countries—Cambodia, China, Lao PDR, Myanmar, Thailand, and Viet Nam—are undergoing a critical phase of economic growth, during which regional energy demand is projected to nearly triple between 2012 and 2025. While progress has been made in increasing the share of renewable energy, significant gaps remain in the electrification of end-use sectors, the deployment of low-carbon technologies, and the mobilization of green financing to support a just and resilient energy transition.

In response to these challenges, the Five-Year Action Plan for Lancang–Mekong Cooperation (2023–2027) prioritizes low-carbon development, the establishment of a knowledge hub for green and sustainable infrastructure, and the development of an innovation corridor. Within this framework, Yunnan Province—China’s gateway to the Mekong region—offers a practical testing ground for scalable solutions, particularly in ultra-high-voltage (UHV) transmission, renewable energy integration, and zero-carbon rural development.

Objectives

The program aims to provide an in-depth exploration of the following core pillars:

1. Strengthen policy and institutional understanding by analyzing the cooperation frameworks of LM countries and promoting alignment between regional green energy policies and national carbon-neutrality targets.

2. Enhance technical capacity for renewable energy integration by deepening participants’ understanding of digital power grids, variable renewable energy (VRE) integration, and the application of China’s UHV transmission technology to support regional interconnection, grid stability, and a more resilient regional power market. 

3. Examine context-specific and system-level solutions by exploring agricultural waste-to-energy applications relevant to the region and the synergistic use of pumped storage and battery storage for effective peak-shaving and power system flexibility.

4. Build financial and risk management competencies by equipping participants with knowledge of green finance instruments— including green and transition bonds, ESG frameworks, and blended finance approaches—to de-risk and mobilize cross-border renewable energy investments. 

Expected Outcomes

1. Establishment of a regional network and knowledge-sharing platform among key energy stakeholders from the six LM countries to facilitate dialogue, experience exchange, and future cross-border renewable energy cooperation.

2. Enhanced technical and policy capacity of participants to assess the applicability of UHV transmission, smart grid technologies, and energy storage solutions within their respective national power systems. 

3. Improved institutional capacity of government officials and practitioners to design and implement context-specific decarbonization strategies, drawing on experience and insights from zero-carbon village models and utility-scale photovoltaic (PV) projects.

4. Strengthened ability to identify and structure viable financing models, including appropriate risk-mitigation strategies, to mobilize private sector and blended finance for national and cross-border green energy initiatives.

Target Participants

Target participants include:

  • Senior- to mid-level officials from energy-related line ministries or regional planning authorities. Participants should be directly involved in energy policy formulation, power system and grid planning, international cooperation, or the planning and implementation of clean energy transition or cross-border power connectivity projects.
  • Experts from universities, academic institutions, or energy research institutes with specialization in renewable energy technologies, electrical engineering, power systems, or environmental and energy economics.
  • Practitioners working on energy, sustainability, or ESG-related policies who are engaged in aligning national and corporate sustainability frameworks with regional and international best practices

Participants are required to meet the criteria below:

  • A university degree or equivalent, with a minimum of 5–10 years of relevant professional experience
  • Proficiency in spoken and written English to participate in technical
    sessions, discussions, and exchange activities
  • Demonstrated openness to cross-cultural learning and international
    collaboration
  • Commitment to full participation throughout the entire training program
