MI Signs Mou With Khon Kaen University International College

Khon Kaen, Thailand, February 9, 2023 – Mekong Institute (MI) and Khon Kaen University International College (KKUIC) have signed a Memorandum of Understanding (MOU) at MI Headquarters to formalize their collaboration in education and research.
Acknowledging each other’s strengths and expertise, the two Parties may explore cooperation through, but not limited to, the following areas:

  1. Internship and Cooperative Education of KKUIC’s students at Mekong Institute
  2. Research collaboration in areas of mutual interest
  3. Exchange of academic materials, research reports, information, and networks which are made available by both Parties
  4. Cooperative symposia, seminars, forums, workshops, trainings, conferences, and policy dialogues

Today’s MOU signing marks an important step in facilitating educational and research initiatives between the two organizations. Building upon our comparative advantages, I look forward to working more closely with KKUIC and putting our heads together to realize the full potential of capacity development and evidence-based studies,

said Mr. Suriyan Vichitlekarn, Executive Director, MI.

Speaking at the ceremony, Asst. Prof. Sirimonbhorn Thipsingh, Dean of KKUIC, remarked: 
Our vision at KKUIC is to explore innovation and move forward to becoming a well-known international college. This MOU will play a significant role in putting us on the map in the Greater Mekong Subregion.

The MOU was signed by Mr. Suriyan Vichitlekarn, Executive Director, MI, and Asst. Prof. Sirimonbhorn Thipsingh, Dean of KKUIC. Representatives from the two sides were also present during the signing ceremony, among them Mr. Buth Rithy, Director of Finance and Operations, MI, and Mr. Halimur Rahman Mohammad, Monitoring, Evaluation, and Learning (MEL) Specialist, MI.

Mekong Institute (MI) is an intergovernmental organization located in Khon Kaen, Thailand, mandated to promote regional cooperation and integration through capacity building programs. It serves the countries of the Greater Mekong Subregion (GMS), namely Cambodia, P.R. China, Lao P.D.R., Myanmar, Thailand, and Viet Nam. Established in 1996, MI has played a transformational role in capacity development in the region and learning programs. The institute provides training, conducts research, gives advice and facilitates policy dialogues on topics that matter to the GMS.

Established in 2008, Khon Kaen University International College (KKUIC) strives to be the leading international education center for the country especially in the North-East of Thailand. KKUIC’s aim is to produce quality graduates equipped with knowledge and professional skills in the areas of business and social sciences. All courses taught in KKUIC use the English language as a medium of instruction and focus on the well-balanced integration of theories and hands-on experience.

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
