Promoting Efficient and Environment-friendly Freight and Logistics Practices

The freight sector is critical to businesses, consumers and the world economy, yet at the same time, it poses immense environment impacts. The sector has been known to contribute a significant portion to air pollution and this contribution is expected to grow significantly in the coming years. Reports show that by year 2050, medium and heavy freight trucks will consume more fuel. In Asia, this also means an increase in the global share of trucks operating as the economy continues to grow rapidly.

Against this backdrop, Mekong Institute is implementing the three-year project on Green Freight and Logistics Development in Mekong Countries with the support of the Mekong-Republic of Korea Cooperation Fund (MKCF). Anchored on the broad vision of promoting an efficient and environmentally sustainable and safe freight transport sector, the project aims to reduce the costs of logistics and transport in order to improve the economic performance of Cambodia, Lao PDR, Myanmar, Vietnam and Thailand.
The Project’s short-term objectives include:
  1. Introduce ‘green mark’ standards in logistics service operations by building the capacities of national agencies in the government and private sectors;
  2. Design, develop and field test curriculum on green freight and logistics development;
  3. Build capacities of logistics service providers (LSPs) on green freight and logistics to comply with the ‘green mark’ certification;
  4. Create a database on green technologies in logistics to access information by LSPs for a networking platform; and
  5. Provide a regional platform for government agencies and the private sector involved in logistics development for collective action to promote green logistics in the Mekong countries.

The project supports the MKCF Action Plan (2014-2017) on promoting development cooperation between Mekong and ROK in the preservation of the ecosystem, promotion of green growth and the further strengthening of the capacities of the Mekong countries. 

The Project builds on four key components to deliver on its objectives: 

  • Baseline, Curriculum Development and Setting of Green Services Quality Standards 
  • Trainings 
  • Policy Consultations 
  • Monitoring and Evaluation

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
