MI and CAREC Institute Sign MOU for Regional Cooperation

November 14, 2024, Khon Kaen, Thailand – The Mekong Institute (MI) and the Central Asia Regional Economic Cooperation Institute (CAREC Institute) have signed a Memorandum of Understanding (MOU) to strengthen regional cooperation and enhance capacity building across the Greater Mekong Subregion (GMS) and Central Asia. The online signing ceremony, held on November 14, marks the beginning of a partnership aimed at addressing shared challenges and promoting sustainable development in both regions.

The MOU formalizes cooperation in several key areas, including climate resilience, energy transition, trade, agriculture, and capacity building. Both institutions are committed to contributing to global initiatives such as the UN 2030 Agenda and the Paris Agreement on Climate Change through joint research, training programs, and knowledge sharing.

Specific Areas of Collaboration:

 

  • Capacity Building: Joint workshops and training for government officials, the private sector, and civil society.
  • Research and Knowledge Sharing: Collaborative research, technical resources exchange, and sharing of best practices. – Personnel Exchange: Facilitating exchanges of experts and researchers.
  • Joint Projects: Developing proposals to support regional and global goals.

The partnership will also engage actively participate in regional forums, such as the CAREC Think Tanks Development Forum and the Mekong Forum, to foster dialogue and collaboration.

 
“This partnership will bring tangible benefits to both regions, addressing common challenges and contributing to sustainable development,” said Mr. Suriyan Vichitlekarn, MI Executive Director during the signing ceremony. Mr. Kabir Jurazoda, Director of CAREC Institute, highlighted the potential for enhanced capacity building and knowledge sharing.

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
