CYBERSECURITY MATTERS TO ENHANCE DIGITALIZATION IN THE ASEAN COMMUNITY

In continued promotion of cybersecurity and public awareness of cybercrime in the South East Asia, Mr. Suriyan Vichitlekarn, Executive Director of Mekong Institute, was invited as one of the panelists of the hybrid event on “Third ASEAN Conference on Crime Prevention and Criminal Justice (3rd ACCPCI)” from August 22 to 24, 2022 at Bangkok Marriott Marquis Queen’s Park, Bangkok, Thailand.

Cybercrime is a transnational crime and it has been increasing in recent years

He added that this greatly undermines the ASEAN community building efforts and is counterproductive to regional and sub-regional integration measures both in terms of economic and social aspects.

In stressing the urgency of the issue, he said that preventing and combating cybercrime needs multi-sectoral cooperation, particularly in private sectors as it affects their business and need their support and expertise to shape better and more efficient prevention and responses. He also mentioned that “there are on-going progresses in various sectors in trying to prevent and combat cybercrimes that include digital economy (i.e. e-commerce and e-payment), smart cities, internet service providers, medical sector, tourism, etc.”

Under the main theme “Responding to Crime and Justice Challenges amidst ASEAN Recovery from the COVID-19 Crisis”, the event is hosted by the Thailand Institute of Justice (TIJ), comprised of a three-day panel discussions, breakout sessions and special presentations to discuss challenges and explore on the best practices to strengthen cybersecurity and prevent cybercrime in ASEAN.

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
