MI, RICE DEPARTMENT OF THAILAND CONCLUDE THE RICE PEST AND NATURAL DISASTER AI SYSTEM PROJECT

Mekong Institute (MI), in collaboration with the Rice Department (RD) of the Ministry of Agriculture and Cooperatives in Thailand, organized the End-of-Project Workshop for the project “Development of Rice Pest and Natural Disaster Monitoring, Forecasting and Warning Center for Sustainable Rice Production under Climate Change in the Mekong-Lancang Subregion”, on March 21-23, 2023 in Luang Prabang, Lao PDR.

The workshop showcased the achievements and outcomes attained by the project in its three years of implementation with partners from Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam (CLMTV). It also provided a platform for the LM Region to discuss best practices and lessons learned as well as to plan for the maximum utilization of the AI system developed. 

Faced with various challenges, the rice sector of the Lancang-Mekong (LM) region has a remarkable economic value but has yet to reach its potential due to its vulnerability to shocks, many of which are the result of our changing climate

In his message, Dr. Chitnucha Buddhaboon, Director of the Division of Rice and Rice Products Inspection and Certification, stated that the project is a way for the LM countries to work together in strengthening and achieving sustainable rice production in the region. 

Supported by the Lancang-Mekong Cooperation Special Fund, the project aims to establish a Rice Pest and Natural Disasters Monitoring, Forecasting and Warning Center in LM countries for sustainable rice production amid climate change. Likewise, the project intends to enhance the scientific climate knowledge of CLMTV and improve the regional coordination and communication channels for more effective rice production planning and management.

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
