MI ALUMNI PROMOTE E-TRANSACTIONS FOR EFFICIENT CROSS-BORDER TRADE

Trade and Investment Facilitation

Mekong Institute (MI) alumni advocated the merits of electronic transactions and the use of electronic signatures for efficient cross-border trade to 25 entrepreneurs and professionals from Thailand at an online workshop on June 30, 2021. 

Mr. Madhurjya Kumar Dutta, MI Director of Trade and Investment Facilitation, commended Mr. Burapong Voraraktara, Mr. Subin Pongpanmeesuk, and Ms. Ploynapus Ruangsaengsilp for their commitment in completing their action plan, three months after attending MI’s “Facilitating Cross-Border Electronic Transactions and the Use of Electronic Signatures” online program.

By sharing and transferring the knowledge they have gained from the MI training, our MI alumni are broadening understanding of the value of digitalization to help realize a cross-border paperless trade environment in the region

He added that their support will help mitigate trade disruptions, and more importantly, enable the resumption of economic activities while limiting physical contact in the current pandemic climate. 

Mr. Sapphasuk Wijaiworakit, an IT expert from the Thai Custom Department, also presented Thailand’s digital evolution from the traditional customs process to the current use of the National Single Window and ASEAN Single Window. He also demonstrated the use of Public Key infrastructure, a system that creates, manages, distributes, and stores secure digital certificates to expedite inter-country trade engagements.

Supported by the Lancang-Mekong Cooperation Special Fund and the Thailand’s Ministry of Commerce, the session was part of efforts to enhance Information and Communication Technology through improvements in infrastructure and facilities to effectively ease cross-border trade and investment facilitation in the region.

Mrs. Guohua Liu

Director, Sustainable Energy & Environment (SEE) Department

Mrs. Liu Guohua is the Director of the Sustainable Energy and Environment Department at the Mekong Institute. Prior to this role, she worked in the Department of International Economic Affairs at the Ministry of Foreign Affairs of China, where she played a key role in shaping and implementing China’s cooperation strategies with UN development agencies. During this time, Mrs. Liu was actively involved in advancing initiatives related to the Sustainable Development Goals (SDGs), with a focus on climate change and green development. Additionally, she contributed to the evaluation of projects funded by various Chinese initiatives, such as the Global Development and South-South Cooperation Fund, Lancang-Mekong Cooperation Special Fund, etc.

In addition to her work in the Department of International Economic Affairs, Mrs. Liu has an extensive diplomatic background. She spent 7 years in the Department of African Affairs, followed by a 4-year tenure at the Chinese Embassy in Lao PDR, where she gained deep expertise in both Southeast Asian and African affairs. These diverse experiences have played a crucial role in shaping her approach to sustainable development and international collaboration, particularly in building regional partnerships and tackling global challenges like climate change.

She holds a Master’s degree in Economics, with a specialization in Finance, from the Central University of Finance and Economics, and a Bachelor’s degree in Economics, specializing in International Economics and Trade, from the Shanghai University of International Business and Economics.
