Bangkok, Thailand – Supported by the Mekong-Republic of Korea Cooperation Fund (MKCF), the Korea-Mekong Water Center (KOMEC) successfully convened a milestone event and technical workshop on May 2–3, 2024, at the Conrad Hotel in Bangkok, Thailand. The event aimed to foster closer collaboration between the Republic of Korea (ROK) and Mekong countries in water resources management. This initiative falls under KOMEC’s project, “Integration of Knowledge Hub for Water and Environment in the MKCF Framework,” funded by MKCF.

The milestone event and workshop provided a platform for MKCF’s project implementing agencies (PIAs), Mekong development partners, government officials from Lower Mekong Countries, and representatives from Mekong regional organizations to share expertise, and experiences, and engage in discussions on technical challenges and project requirements.

Esteemed delegates from Mekong countries and the ROK, alongside development partners such as the United States, Australia, the World Bank, the Asian Development Bank (ADB), and various UN agencies participated in the event. In addition, representatives from government bodies and academia graced the occasion, reaffirming the commitment and collaborative spirit toward addressing critical water issues in the region.

The event saw significant strides in project management and international collaboration. Participants gained a thorough grasp of the technical aspects of ongoing MKCF projects. Thematic groupings for technical consultations were identified, paving the way for focused discussions and problem-solving. Moreover, attention was directed toward forming an Expert Advisory Group (EAG) to address the challenges of water resources-related projects.

On international collaboration, the event served as a platform for networking and fostering connections among water experts. Stakeholders collaboratively pinpointed prevailing water and environmental agendas in the Mekong region and potential scale-up plans for Mekong water projects.

The technical workshop, a crucial event component, delved into the intricacies of ongoing projects, aiming to identify challenges and opportunities through close collaboration with PIAs. Strategically sequenced, the workshop comprised presentations, Q&A sessions, and group discussions.

Notably, Mr. Madhurjya K. Dutta, Director of the Trade and Investment Facilitation (TIF) Department at the Mekong Institute (MI) and the MKCF, played a pivotal role in facilitating the “Agenda Lab.” This session served as a platform to gather feedback on the forthcoming Mekong-Korea Water Forum (MKWF). Participants engaged in detailed discussions covering various aspects of the MKWF, including program formation, session contents, and proposed ideas for restructuring its framework. Insights from individual surveys will inform strategic planning and program enhancement for the 3rd MKWF, scheduled for 2025.

The success of the milestone event and technical workshop underscores the commitment of MKCF, KOMEC, and its partners in shaping the future direction of water management initiatives, fostering collaboration, and prioritizing projects that address pressing water issues in the Mekong River basin.

MI has served as the fund coordinator of MKCF since 2015.
Mekong Institute (MI), with support from the Mekong-Republic of Korea Cooperation Fund (MKCF), organized the “Training Workshop on Regional Project Monitoring & Evaluation (M&E) on MKCF Projects” from April 22nd to 26th, 2024, in Khon Kaen, Thailand.

Thirty (30) participants from various government Ministries, Departments, Agencies (MDAs), and international organizations across the five Mekong countries (Cambodia, Lao PDR, Vietnam, Myanmar, Thailand) and the Republic of Korea (ROK) participated in the five-day training program.

The overall objectives of the Training Workshop are aimed at enhancing the technical skills of partner government officials, in this case, the Project Implementing Agencies (PIAs) in conducting project monitoring and evaluation, linking their projects to a higher / regional level, and presenting lesson learned, impacts, success stories, strategies to sustain their respective projects and recommendations to relevant key stakeholders. Also, one key objective is to provide the participants with hands-on experience in utilizing the MKCF web-cloud-based Monitoring and Evaluation System.

“This Training Workshop on Regional Monitoring and Evaluation (M&E) is a recurring activity, with the first training held in 2023 and subsequently in 2024. The previous focus was on equipping the participants with general knowledge of Monitoring and Evaluation in line with MKCF requirements, but the latter focuses on regional aspects, especially on projects that have transnational or sub-regional/transboundary implications that will align with the Mekong-Korea Cooperation Plan of Action,” said Mr.Madhurjya Kumar Dutta, MI’s Trade Investment Facilitation and MKCF Director, during the opening ceremony.

This Training Workshop is an integral part of the “Capacity Building on Regional Project Design, Implementation, Monitoring & Evaluation of Mekong-Republic of Korea Cooperation Fund (PRIME)”. Launched in 2023 and supported by the MKCF, this initiative provides support for enhancing the capacities of the MKCF projects’ prospective proponents in the five Mekong countries and the RoK.

The RoK established the MKCF in 2013 following the Han River Declaration in 2011, and has committed US$ 24 million as of 2024, to bolster regional support and cooperation among the five Mekong member countries. To date, the MKCF has supported 48 projects, extending technical, financial, and administrative assistance to PIAs in the Mekong partners’ countries as well as the RoK.

Khon Kaen, Thailand – April 10, 2024 – Mekong Institute (MI) hosted a delegation from the Global Green Growth Institute (GGGI) at its headquarters, setting the stage for fruitful discussions on avenues for regional collaboration. Both parties engaged in dialogue aimed at leveraging each other’s expertise on managing their flagship projects – MI’s Mekong-Korea Cooperation Fund (MKCF) and GGGI’s Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) – Republic of Korea (RoK) Cooperation Fund (BKCF).

GGGI expressed keen interest in understanding MI’s role as the Fund Coordinator of the MKCF, an established funding mechanism supported by the ROK. MKCF, initiated in 2014, focuses on financing regional projects aligned with national priorities to foster integration and cooperation within the Mekong region and the ROK.

During the meeting, MI provided insights into MKCF’s progress, achievements, and ongoing initiatives, including the MKCF Finance Application System and the “Capacity Building on Regional Project Design, Implementation, Monitoring & Evaluation” (PRIME) Project. The said project provides support on enhancing capacities of the MKCF projects’ prospective proponents in the five Mekong countries and the RoK.

GGGI, in turn, shared details about their profile and projects aimed at promoting inclusive and balanced growth in the Southeast Asia region, particularly within the BIMP-EAGA framework.

Established in 2021 by the ROK, BKCF is among the various initiatives within GGGI’s global practice. It aims to bolster partnerships between BIMP-EAGA and the ROK to support the region’s vision of a “Resilient, Inclusive, Sustainable, and Economically competitive (R.I.S.E) BIMP-EAGA to narrow the development gap”. Focusing on environment, tourism, connectivity, and agriculture & fisheries as priority sectors, BKCF is committed to providing grants for projects addressing strategic country needs and priorities of BIMP-EAGA.

Mr. Madhurjya K Dutta, Director of MKCF and Director of MI’s Trade and Investment Facilitation Department, led the MI delegation, while Mr. Hakseouk Ryu, Director of BKCF led the BKCF-GGGI delegation and accompanied by Mr. Feelgeun Song, Senior Officer of the Korea Liaison unit).

Highlighting the potential for collaboration, BKCF-GGGI and MI referred to their existing Memorandum of Understanding (MOU) signed last year, which focuses on enhanced technical cooperation in delivering services to the Mekong region countries. Possible joint activities include leveraging the signed MOU for future initiatives and exploring opportunities for GGGI’s participation in the Mekong Forum 2024.

MI and GGGI both hold the distinction of being intergovernmental organizations. MI’s primary focus lies in regional cooperation and integration for sustainable development within the GMS, while GGGI champions global green growth and climate resilience.

To assess the progress of the Mekong-Republic of Korea Cooperation Fund (MKCF) management and delve into project implementation concerns, the Mekong Institute organized a roundtable meeting with the MKCF management team and leaders from project implementing agencies (PIAs) across the Mekong region on December 14, 2023, at The Pullman Grande Sukhumvit Hotel in Bangkok, Thailand.

With a total of 35 participants in attendance, the meeting aimed to provide insights into the MKCF projects, sharing best practices, showcasing results, and fostering a network of contacts among stakeholders.

With its core objectives achieved, the meeting not only provided an opportunity to cross-evaluate the progress and achievements of the MKCF projects but also fuelled stronger ties among the PIAs, setting the scene for better coordination and sharing of resources.

Moreover, the event fostered an exchange of knowledge and experiences, as participating PIAs shared lessons learned, contributing to a deeper understanding of effective implementation strategies within the context of the Mekong region. The forum also provided an avenue for the identification of challenges in project implementation, paving the way for future synergy and replication of appropriate resolutions.

In his opening remarks, Mr. Madhurjya Kumar Dutta, Director of MI’s Trade and Investment Facilitation Department and concurrently serving as the MKCF Project Director, underscored MKCF as an effective initiative fostering regional collaboration and networking and promoting an in-depth understanding of the seven MKCF priority areas[1] among participating countries.

Mr. Madhurjya highlighted ROK’s expertise in terms of water management, information and communication technology (ICT), and agriculture, among others, urging countries to leverage this expertise for broader collaboration. He also announced the nearing completion of a robust web-based monitoring and evaluation (M&E) system and an interactive website with a mobile application version for MKCF projects, seeking support from PIAs in sharing data and information to populate the system.

Presentations by the PIAs were pragmatic, highlighting achievements and identifying practical and thematic challenges and their resolutions. The Q&A session garnered active participation with enriching discussions, engaging dialogues, and exchange of constructive viewpoints.

The roundtable discussion concluded with six key summary points, highlighting important factors contributing to the success of MKCF projects. These factors include the valuable lessons learned from navigating the challenges posed by the COVID-19 pandemic; the crucial role of effective communication in project implementation; the importance of fostering collaboration and networking among PIAs to amplify project impact; the necessity of developing monetizable projects beyond MKCF funding as a strategic approach to ensure sustained project viability; the integration of ICT as a necessary tool in resolving regional issues; and the significant contribution of private sector involvement in achieving meaningful project impacts. Participants expressed optimism at the end of the session, pledging commitment to the improvement in MKCF project delivery.
